The government approved today, on October 23rd, the methodology for conferring and confirming scientific titles in the Republic of Moldova. The document establishes a new proceeding for conferring and confirming the scientific titles, stipulated in the Education Code and in the Code on science and innovation.

The organisation in the field of research and innovation, responsible for the organization of higher doctoral studies / postdoctoral programs in which the public defence of the doctoral thesis/ synthesis paper took place, will confer the title of doctor or habilitate doctor and will submit to the National Agency for Quality Assurance in Education and Research (NAQAER) the file for the confirmation of scientific titles, which will include the documents mentioned in the Methodology. For the procedure of conferring the scientific titles, the Methodology provides the necessary landmarks for each university or research institute to draw up its own institutional regulation.

For the confirmation of scientific titles by NAQAER there are several stages: primary evaluation of the file; evaluation of the file by 2 expert-evaluators; examination within the Profile Commission of evaluation results of the thesis / synthesis paper and the objectivity of the decision to confer the scientific titles; the confirmation of the scientific title of doctor / doctor habilitate or the rejection of the decision to confer the scientific title of doctor / doctor habilitate by the Agency Management Board, on the proposal of the Research and Innovation Profile Commission.

The examination of the file for the confirmation of the scientific titles within the Agency will not exceed more than 4 months from the moment of registration at NAQAER.

The Agency will develop a national electronic platform for the process of theses/ synthesis papers defence in the Republic of Moldova, which will ensure the transmission in electronic format of required documents and information needed in the process of confirming the scientific titles (online submission of the file), as well as online transmissions of public defence of doctoral theses, doctor habilitate theses and of synthesis work. In addition, the Agency will ensure the functionality at the national level of anti-plagiarism software for the verification of the doctoral theses / synthesis papers and the elaboration of the similarity report.
